Inspect the Windows WinHTTP proxy separately from browser settings
A browser can work while a background service cannot reach the same URL. Different applications may use different proxy configuration sources.
Environment and inputs: Mixed platforms · each example identifies its shell or required tool
Try the diagnostic command
Use the stated shell and platform. Replace sample domains, addresses, services and paths with values from the system you are authorized to support.
netsh winhttp show proxy
How to read the result
Windows Command Prompt displays the WinHTTP proxy configuration. A direct-access result describes that layer only; it does not report every browser, PAC or application-specific proxy setting.
What to do next
Identify the failing application's network stack and execution identity, then compare its approved proxy path with the browser's. Check proxy authentication and bypass rules with the network owner.
Before you make a change
Do not reset all proxy settings to make one application work. Background services may require a deliberately different approved configuration.
