Test the WinRM service separately from a remote PowerShell command
Transport availability and authorization can fail at different stages. A focused WS-Management test helps locate the boundary.
Environment and inputs: Windows Server 2022 / 2025 baseline · Windows PowerShell with the specified role or RSAT modules; native utilities are identified in the text. Use delegated administration and elevation only where required.
Start with this check
Confirm the host, shell and access role. Replace sample names, paths, domains and interfaces with approved targets. These are diagnostic commands; assess policy and workload impact before making changes.
Test-WSMan -ComputerName APP01

With approved access, this checks the target's WS-Management response using the requested connection settings. A response does not authorize arbitrary remote commands.
Resolve and verify
Compare the exact endpoint, authentication method and remote error with the intended management policy. Validate a permitted session only after the correct trust path is established.
Before changing production
Do not bypass HTTPS validation or use wildcard trust to hide a naming or certificate defect.
