ORA-12514: compare the requested service with listener registration
A listener can accept a TCP connection but not know the requested database service. The failure is different from a missing listener.
Environment and inputs: Oracle Database 19c baseline · SQL*Plus-compatible SQL unless RMAN, DGMGRL, ADRCI or a host shell is specified. Check release, patch level, edition and container first.
Start with this diagnostic
Use the stated SQL, RMAN, DGMGRL or host shell and replace sample names with approved targets. DBA and V$ views need authorized catalog access in the correct container. Do not grant broad privileges for an example.
lsnrctl services LISTENER
Read the result
On the database host, inspect service names, instances and handlers for the intended listener. A SID and a service name are not interchangeable connection targets.
Resolve and verify
Compare the client's SERVICE_NAME with an intended registered service and verify that the target PDB is open. Ask the DBA to correct service management or registration, then test the same application descriptor.
Operational precautions
Use the correct listener name and Oracle home. Do not invent a static SID entry simply to suppress the error.
