ORA-12516: investigate unavailable listener handlers
An application can reach the listener while no suitable handler is available for its request. This may coincide with process pressure or service registration state.
Environment and inputs: Oracle Database 19c baseline · SQL*Plus-compatible SQL unless RMAN, DGMGRL, ADRCI or a host shell is specified. Check release, patch level, edition and container first.
Start with this diagnostic
Use the stated SQL, RMAN, DGMGRL or host shell and replace sample names with approved targets. DBA and V$ views need authorized catalog access in the correct container. Do not grant broad privileges for an example.
SELECT resource_name, current_utilization, max_utilization, limit_value FROM v$resource_limit WHERE resource_name IN ('processes','sessions');
Read the result
Compare current and high-water usage with configured limits. A historical maximum near a limit is a clue, but it does not by itself establish the cause of the current refusal.
Resolve and verify
Correlate listener handler details, instance logs and connection-pool growth. Correct leaked or oversized pools and plan any capacity adjustment with the DBA.
Operational precautions
The query needs authorized view access on the intended instance. Raising limits can require memory and restart planning.
