ORA-01950: diagnose missing allocation rights in a tablespace
Creating a table can appear to work with deferred segment creation, then the first insert fails because the owner cannot allocate storage.
Environment and inputs: Oracle Database 19c baseline · SQL*Plus-compatible SQL unless RMAN, DGMGRL, ADRCI or a host shell is specified. Check release, patch level, edition and container first.
Start with this diagnostic
Use the stated SQL, RMAN, DGMGRL or host shell and replace sample names with approved targets. DBA and V$ views need authorized catalog access in the correct container. Do not grant broad privileges for an example.
SELECT username, tablespace_name, bytes, max_bytes FROM dba_ts_quotas WHERE username = 'APP_OWNER';
Read the result
Quota belongs to the object owner and target tablespace. The connected account and object owner can differ in deployment workflows.
Resolve and verify
Identify the actual segment owner and intended storage location. Grant an approved bounded quota to that owner and validate allocation with the application team.
Operational precautions
Do not assign quotas to an unrelated runtime account or move objects to SYSTEM to avoid the restriction.
