Firewall rule shadowing and a permit that never matches
A newly added application permit receives no hits while traffic continues to be denied or unexpectedly allowed elsewhere. An earlier rule may already determine the decision.
Environment and inputs: Stateful network boundaries, TLS endpoints and IPsec gateways; use the deployed security policy and implementation manual. Diagnostic/design example; not tested on production equipment.
Collect the evidence
Trace the packet's source, destination, zone, translated identity and matching rule order. Include inherited policy layers and compare counters over a defined test interval.
Explain the result
Policy evaluation order and matching context determine which rule applies. A syntactically valid permit has no effect when a preceding broader rule captures the same traffic.
Plan the fix
Refactor the smallest relevant rule set with explicit intended matches and documented exceptions. Use the platform's policy trace or offline evaluation instead of repeatedly inserting broader permits.
Check the result and rollback
Validate the intended positive flow and nearby forbidden cases, checking the actual matched rule. Restore the previous policy if rule movement changes access for unrelated applications.
